president joe biden is expected to present his plan to prevent more massacres on tuchlzesday. but i want to put up remarkable numbers them. nra contributed $20 million to federal campaigns last year. $20 million and gun control groups gave $4,000. and, 50% of the members of the new congress, more than half have an a-rating from the nra. given all of that, how do you and other groups that feel as you do, hope to take on the gun lobby in practical terms? how do you match their money and clout on capitol hill. >> look, the nra spent a lot of money on the elections last cycle and didn't have a lot to show for it, especially if you look at the senate and a lot of their candidates lost and, we're looking at return on investment, they had a very low return on investment. but, of course the nra is a very strong lobby and, i think the issue here is, who is going to represent the voices of the american people in this debate? we are talking about things that seem like common sense to the american people and they understand we need to protect people's rights to own a gun in their own home an protect

. i think if you listen to the comments of joe biden he's saying we shouldn't let the perfect be the enemy of the good here. clearly he's envisioning a system where they could pass some of these things in separate measures. universal background checks definitely has a more likely chance of passing up on capitol hill than, say, the assault weapons ban. of course, some of the executive actions which will go into effect today include things like allowing the military -- the medical establishment of the federal government to study gun violence. that's something they've been prohibited to do before to advocate for gun violence. the president saying he's not asking them to advocate. he's just asking them to study the root causes and tabulate gun violence incidents so scientists can learn a little bit more about why some of these mass assaults happen and who it is who's doing them. >> the president's relationship is likely to grow a bit more contentious as a result of all this, eamon. what sort of impact can we expect on the debt ceiling negotiations? >> reporter: well, clearly, ever

wrote a letter to vice president joe biden and you said while connecticut may have some of the strongest gun control laws in the country, it is not enough. that has to be addressed nationally. what specific points would you like to see included in federal gun legislation? >> well, it is pretty straightforward. number one, nobody should be able to buy a gun in the country without a background check. it is computerized. i can't get on an airplane or you can't get on an airplane without somebody checking to see if we're on a list to see if we should be on there. why should somebody be able to buy a potentially destructive instrument such as a gun, without a background check. and that has to include, we have to be very clear, the loophole is what leads to guns coming to coun connecticut cities from gun shows in florida and virginia and elsewhere, where there is no background check. you can't do that in the state of connecticut. it shouldn't be allowed. and then of course -- >> but the problem with the nra, sorry, go ahead. >> the whole thing with these magazi magazines. you know they carry 3

with the nra, as you know, joe biden did, and the nra brought up the fact that prosecutions for gun crimes and prosecutions for people who fill out -- lie on their registration forms or gun forms are down under this administration, and the vice president responded, we don't have time to devote to seeing whether people fill out a form right. well, wait a minute. they're asking for more forms and they're saying they don't have the time to fill out -- to check -- are they serious about this or is this just about politics? >> well, first of all, let's be clear about why there has been fewer enforcements, and the head of the atf feels there's been a failure to confirm because the nra has objected and they have objected to reasonable pragmatic solutions, and that's what this is all about. this is not about taking people's guns away. it's about a narrow set of proposals that will enable us to help enforce the existing gun laws, the ban on assault weapons and a ban on high-capacity magazines and even a ban on armor-piercing bullets are overwhelmingly supported by the citizenry. 50% of men, 57% --
